A) is a possibility, either modifying WS or acting like the Grots for Orks.
C) will not happen. AC spesifically stated that it was exactly because of the Gaunts-screening-'Stealers tactic that StBO was implemented in it's current form.
The thing they absolutely need to rewrite is the fluff basis for the rule! ^-^;
But even if StBO is modified, there are a few things I think need tweaking:

--- I'd make it straight-out 2+Armour/5+Inv. That would make the Zoanthrope rather more of a useful choice, and would actually make the WF taken on a Tyrant every now a... Who am I kidding? It'd become the new norm.
If this was done, then the cost for the WF on Tyrants should increase, at least by 10-15pts from what it currently is. Zoanthropes shouldn't, because they're expensive as is.
Deetwo's idea is good though, and wouldn't perhaps seem as overpowering as an Inv save.

--- Basic T5 and keeping current pts cost. I like this better, simply for the way that the sheer size of the Warriors craves T5, and would make them fill the gap between Genestealers and TMCs.
If basic T4(5), then they should also be made slightly cheaper in points.
4+ base, 3+ ExtCar? I don't think so... Rather have the T5.

--- I'd make it simpler, like the following:
"Any large Winged Tyranid creature may enter difficult terrain. On the turn the Tyranid enters the terrain, on 4+ it takes a wound with no saves allowed. After this, for every round the Tyranid starts in the terrain, a D6 is rolled and on 4+ it takes a Wound with no saves allowed."
Removing attacks and abilities seems too complex to me... Lets keep it streamlined!

Genestealers: They should have Fleet of Claw, they're too slow and fragile for the points. Since making them more resilient isn't an option IMO, they should be made faster. No increase in points cost.
Lictor, some suggestions:
- T5 (especially if Warrior T boosted) or a CC "Dodge" save like Wyches, to increase survivability in CC.
- Able to allocate attacks to specific models in BtB. After the hopefully clarified 4th Ed Assault rules, the Lictor would be the only 'Nid capable of doing this.
- Cheaper.
Not suggesting the Lictor should get ALL of the above, but they're suggestions to what could be done to make the Lictor slightly more efficient.
Essential Lictor revisions:
- Revealed at the start of the Tyranid movement phase.
- "Hit and Run" movement would take the Lictor towards nearest cover that isn't closer to the enemy.
Raveners: T stays as is (even if Warrior and Lictor T is inreased), but a 4+ save would be welcomed. Another option is to make them 10-15pts cheaper than what they currently are.
Red Terror: Weapon-based Strength modifiers do not affect "Swallow Whole". Either that or a better Initiative.
