It's quite simple really: a high school English teacher would take a red pen and mark "unclear/ambiguous" on this sentence. Without proper logical notation, it's a non-starter to say that one way of reading the sentence is more logical than the other. Yes, if we were converting the sentence to mathematical logical notation, it might be read one way in preference to another. But GW's rules are never constructed that way, they're written in a more common, less structured form. So (p ∧ q) ∧ M is as valid a translation as p ∧ (q ∧ M).
